The Chairman, Independent Petroleum Marketers Association of Nigeria IPMAN in Enugu state CHINEDU ANYASO says the scarcity in supply of Premium Motor Spirit also known as petrol within major cities in Nigeria, is solely the responsibility of Nigerian National Petroleum Corporation NNPC.
